The Athletic Trainer (AT) Compact, developed to improve access to care across state lines, has reached a major milestone: the model legislation is complete, and initial education efforts are underway. The Compact is designed to allow ATs licensed in one state to practice in other compact member states without needing additional licenses, which enhances career mobility and patient access.

The AT Compact was developed in partnership with the Department of Defense (DoD) and the Council of State Governments (CSG), which provides expertise in multi-state policy and legislative processes. This partnership ensures the Compact is structured to meet the needs of both states and the athletic training profession. With CSG’s guidance, the model legislation reflects best practices from other interstate compacts while addressing the unique requirements of AT practice.

With the model legislation finalized, the focus now shifts to state-level action. States must introduce and enact the AT Compact legislation to join the Compact. Currently, several states have already enacted the model legislation while many other states are advancing legislative efforts, signaling growing momentum for this initiative. As additional states craft legislation and pass bills, ATs will be better positioned to provide seamless care across borders, benefiting both the profession and the communities they serve.

To follow the progress of the AT Compact, view state activity on the interactive legislative tracking map. This tool highlights which states are introducing, advancing or considering Compact legislation.

State leaders and ATs can stay informed about the AT Compact and access resources for advocacy and education on the AT Compact website. Turning model legislation into enacted law in participating states is the critical next step. Each successful adoption brings ATs closer to a future of greater professional flexibility, expanded reach and improved patient access across state lines.
