AT Compact Reaches Major Milestone with Seven States Enacted

The AT Compact has reached an exciting and pivotal milestone with compact legislation now enacted in seven states; the minimum number of states needed to meet the compact activation threshold to begin operationalization.  The AT Compact legislation has now been enacted in seven states: Alabama, Iowa, Kansas, Kentucky, Nebraska, South Dakota and Virginia. Missouri passed its bill and is waiting for the governor’s signature. Four more states (DE, NJ, OH, and PA) are currently working to pass the AT Compact legislation. Two states (MN and OK) introduced legislation and made strides but did not get it passed before the end of their legislative sessions.

Next, operationalization of the AT Compact will begin with the compact commission being formed, which will have representation from each state that has enacted the legislation.  The commission will create the needed rules and regulations for administering the AT Compact, along with implementing a data system to process compact privilege applications. It’s anticipated that the operationalization process will take about 18-24 months before compact privileges will start to be issued.
